Cumbria Women's Hockey League REGULATIONS 1.
Title The League shall be called ‘THE CUMBRIA WOMEN’S HOCKEY LEAGUE’ and
shall be affiliated to the England Hockey Association. 2. Management The league shall be managed by the leagues committee which comprises of; League Coordinator – Marion Roberts (01768 862553) North Division Representative – Becky
Richardson League Representative – Vicky Evans (07876 457894) Umpires Representative – Chris Regan – (01229 583105) 3.
Admission to the League Any Club which is affiliated to the Cumbria HA can enter the League at a
fee of £5 per team per season. Cheques should be made payable to ‘The Cumbria women’s Hockey
League’ and sent to Marion Roberts by 31st August. (An
extra fee of £1 per month will be made for overdue fees) A club may enter more than 1 team (see rule 4iii) A team which is playing in a higher league within the North structure
cannot be entered. 4.
Rules of Management a. All communications relating to the matches must be
addressed to the League coordinator. b. Each player participating in the League shall; i) Be a fully paid up member of the club she is representing in that
League season. ii) A player registered for a Cumbria League club may transfer to another
Cumbria League club once only during a season and the League coordinator must be
informed in writing. iii) A player who is registered and playing for another club in a higher
League cannot play in the Cumbria League. c. For clubs with 2 teams (in Cumbria League and/or
North League), 9 1st team players must be named. These 9 players will
be ineligible to play in the 2nd team that season. However a player
may be unnamed and replaced by another, allowing for injuries etc, but a team
may only do this twice in a season. The League secretary must be informed of any
such changes. Penalty
for breach of rules 4(b) or 4(c); Forfeit of any points and goals accruing from the result of the match and
a further 2 points deducted. d. New teams wishing to join the League will enter at
the start of the season. A team which is relegated from the North League may
enter the Cumbria Women’s Hockey League. 5.
Playing Rules a. All matches will be played under the rules and
disciplinary code of the EHA and be subject to the additional playing rules of
the League. b. Each club will play a home and away fixture against
every club taking part in the League. c. The date when League matches are to be played, the
venue and the opposition will be decided upon by the League coordinator and will
be published in June/July. d. All League matches must be played on astro turf. e. All matches to be controlled by 2 non playing
umpires with a minimum of a level 1 qualification. If one of the teams cannot
get a qualified umpire, then the game should be played as a friendly and the non
offending team should claim the points (See rule 5m) f.
Home teams must confirm the fixture with the visiting
club no later then the Tuesday before the match. g. Team sheets (provided to the Home club) must be
filled in and presented to the umpires before the match begins. h. The Home team will be responsible for sending the
results and team sheets to the League coordinator and these should be post
marked no later than the Monday following the match. One point will be
deducted for late result sheets. i. The duration of the game should be 2 periods of 35
minutes each way. In the event of a match being abandoned (due to injury,
weather etc.) a report shall be submitted by both umpires to the League
coordinator. The League commit shall decide on the action to be taken. j. All matches must be played on the weekend arranged
except; i) If the ground, in the opinion of the umpires and the 2 captains is
unfit to play. If a dispute arises the decision rests with the ‘away’
umpire. ii) Any club having 3 or more representatives involved in County (or
higher) events (matches, coaching and umpiring courses) shall be allowed to
postpone matches on the dates in which these participants are engaged. If fixtures have to be re arranged due to any of the above then they
should be re arranged and played on a date within 30 days of the original
fixture and the League coordinator must be informed. k. There must be 7 players from any one team on the
pitch at the agreed start time. l. 4 points will be awarded for a win, 2
for a score draw and 1 point for a no score draw. The winner of the League will be the team with the greatest number of
points at the end of the season. In the event of equal points, the team with the
greatest goal difference will be the winners. If these are equal then goals for
will be considered. If these are equal, then the teams involved will ‘play
off’. In the event of a draw, 5 penalty strokes per team are taken, with
‘sudden death’ strokes in the event of a tie. m. In the event of a League match not being played for
a reason other than one included in Rule 5j, 4 points will be awarded to the non
offending team and a 3-0 win. In addition, the offending team will have 3 points
deducted. n. If 2 teams have similar strips, the away team should
change shirts and socks. o. The winner of the Cumbria League will play the
Cumbria representative in the Feeder League in a ‘2 legged’ play off (home
and away), with the winner representing Cumbria in the following seasons feeder
League. In the event of a draw, Penalty strokes shall decide the winner. If the
winners of the Cumbria League choose not to play off, then the runners up may
have the opportunity. 6. Disputes / Appeals In the event of a dispute which may arise in connection with these
regulations or other matters relating to the League, the CHA League committee
shall determine the action to be taken.
