Rules
of the Cumbria Hockey Association MEMBERSHIP 1. The Association shall be called the CUMBRIA HOCKEY
ASSOCIATION (CHA). 2. All clubs in Cumbria playing under the rules of the
English Hockey Association (EHA) shall be eligible for membership, subject to
the approval of the General Committee. MANAGEMENT 3. The management of the Association shall be vested in a
General Committee (GC), comprising the Officers of the Association and other
representatives as described below. OFFICERS 4. The Officers of the Association shall consist of the
following: President,
Vice President, Hon Secretary, Hon
Treasurer & County Umpires
Representative The President
& Vice President shall wherever possible be of opposite gender. These shall be
elected at the Annual General Meeting (AGM), to hold office until the next AGM,
where they shall be eligible for re‑election.
The President shall normally hold office for a maximum of three years. 5. The AGM shall also appoint persons to the following

to North Hockey Association Representatives
to North Selection Committees GENERAL
COMMITTEE 6. The General Committee shall consist of those Officers
and Representatives listed under Rules 4 and 5, plus Coaching
Development Manager Schools/Youth
Representative The Cumbria
representative on the management committee of the NW League County League
Co-ordinator A representative
from each club shall also be entitled to attend General Committee meetings. The General
Committee shall meet a minimum of 6 times each year including the AGM . Dates of
these meetings shall be agreed at the AGM. CO‑OPTED
MEMBERS 7. The GC shall have the power to co‑opt any person
to serve on the Committee from time to time, for any purpose either general or
specific, who shall have a vote. Any
such person so co‑opted shall only serve on the Committee until the next
AGM, but shall be eligible to be co‑opted at any subsequent GC meeting
following the AGM. HONOURARY
LIFE MEMBERS & ASSOCIATE MEMBERS 8.1 Former
Vice-Presidents of both the Cumbria Men’s Hockey Association & the Cumbria
Women’s Hockey Association (prior to the formation of
the Cumbria Hockey Association) shall be granted Honorary Life Membership
of the Cumbria Hockey Association. Such members shall be entitled to attend the
AGM, but shall have no voting rights. 8.2 Individuals
may be elected Associate members of the Association, subject to the approval of
the GC, at a minimum subscription of £10.00. This subscription shall be
annually determined at the AGM. Such
members shall be entitled to attend the AGM, but shall have no voting rights. GENERAL
COMMITTEE MEETINGS 9. The Hon Secretary shall, at their discretion, convene a
meeting of the General Committee, provided
seven days notice is given. 10. A special meeting of the GC shall be called by the Hon
Secretary on the direction of the President, or on the application of not less
than three members of the GC. Seven
days notice of such a meeting shall be given to all members of the GC. 11. At a meeting of the GC eight members (including at
least two of the Officers listed under Rule 4) shall form a quorum. ANNUAL
GENERAL MEETINGS 12. An Annual General Meeting shall be held before 30 June
in each year, but prior to the AGM of the North
Hockey Association, to enable: Presentation of
the reports of Officers Presentation of
the accounts of the Association and setting of an affiliation fee Presentation of
General Committee reports Election of
Officers and other members of the GC Transaction and
discussion of other relevant business 13. The Hon Secretary shall give at least 14 days notice of
the AGM to all Club Secretaries. 14. Specific items for discussion at the AGM shall be
notified to the Hon Secretary, in writing, at least seven days prior to the
meeting. 15. A Special General Meeting shall be called by the Hon
Secretary on the application of not less than four affiliated clubs.
Fourteen days notice of such a meeting shall be given to all Secretaries
of affiliated clubs. No business shall be transacted at any such special meeting,
other than that specified in the notice convening the meeting or incidental
thereto. 16. At a General Meeting, each First XI team shall be
entitled to be represented by two members, & each First XI team shall be
entitled to one vote. Each Officer
of the Association & General Committee member shall also have one vote. 17. No business shall be transacted at any General Meeting
unless a quorum of eight persons entitled to vote is present. VOTING 18. Every question at General or any Committee meetings
shall be decided by a majority of votes, and in the case of equality the
chairperson shall have a second or casting vote. MINUTES 19. The Hon Secretary shall cause Minutes of all
proceedings of General Meetings to be kept , and such minutes shall be signed by
the President or Vice President at the next meeting, and when so signed shall be
taken as conclusive evidence of the correctness of the entries. 20. The Hon Secretary will also record and maintain sets of
notes pertaining to GC meetings. Such
notes shall be circulated to Committee members and Club secretaries as soon as
practicable after the meeting.
SUBSCRIPTIONS 21. Each affiliated club shall contribute an annual
subscription, the amount of which shall have been determined at the preceding
AGM, but may be altered at a Special General Meeting. 22. An affiliated club or associate member shall continue a
member of CHA for the ensuing season and shall be responsible for the payment of
the annual subscription for that season, unless such club or member shall have
sent the Hon Secretary a written notice of resignation on or before 1 September.
Any club or member in arrears with the subscription on 30 November may be
debarred from all or any privileges of membership from on or after that date. Any club seeking affiliation to CHA after that date may also
be required to pay a re‑affiliation fee, as deemed appropriate by the GC
at the time, in addition to the outstanding subscription. 23. Individual clubs are responsible for payment of their
own affiliation fees to the EHA, in accordance with the Rules of The English
Hockey Association. SELECTION
COMMITTEES 24. The Chairman of Selectors for the men’s & ladies
County representative teams, in consultation with the GC shall appoint members
of a Selection committee as considered appropriate.
The GC may also appoint appropriate organisers, who shall have power to
invite persons to form with them a selection committee for the other
representative teams. DISCIPLINE 25. The current EHA Disciplinary Measures ( Clause 27 of the EHA
Constitution ) sets out the
regulations for the enforcement of discipline and the procedures to be followed
by all affiliated Associations and Clubs for conduct, both on and off the field
of play. These shall be observed in full at all times. 26. All matters
relating to discipline shall be delegated to the Disciplinary
Sub‑Committee, which shall comprise the President, Hon Secretary and the
Cumbria umpires representative. The
members of the Sub‑Committee may appoint a substitute to act on their
behalf, and shall in any event do so if they were personally involved in any
game or other incident in which a matter under consideration occurred.
Where appropriate, disciplinary matters may be dealt with by the
disciplinary committees of NHA or the appropriate league. 27. If any affiliated club, player, umpire, official or
member is proved to the satisfaction of the Disciplinary Sub‑Committee to
have been guilty of misconduct or breach of the rules, the sub‑committee
shall have the power i)
in respect of any club, to suspend that club from membership for a stated
period or such other
penalty as it deems appropriate. ii)
in respect of any player, umpire, official or member, to order his
or her suspension or impose such other penalty as it deems appropriate. 28. The Disciplinary Sub‑Committee shall give any
club or individual under investigation at least seven days notice of any meeting
at which the matter is to be considered, together with the matters alleged. 29. Individuals or clubs seeking to appeal against any
imposed penalty will do so in accordance with EHA Rule 27. COUNTY
COMPETITIONS 30. County Competitions shall be held each season for the
respective men’s & ladies teams. The
format shall be decided by the Organiser(s) in conjunction with the GC.
Entry shall be open to all affiliated clubs, subject to the approval of
the General Committee, and the payment of an appropriate entry fee. Annual
Competitions are:
Men’s:
1st XI County Cup & Presidents 2nd XI Shield.
Ladies:
Clubs Tournament; Astro Tournament & U 19 Tournament. COUNTY
QUALIFICATION 31. In County matches, the qualification shall be by birth;
by parentage; bona fide playing membership of an affiliated club or bona fide
residence in the County on 1 September each season. 32. A player shall retain their residential qualification
until they qualify and elect to play for another county, but no player may
represent more than one county in any one season. COUNTY
COLOURS 33. The colours of the County representative teams shall
be:
Men’s: Green shirts; white shorts;
green socks. Ladies:
Sky blue shirts; grey skirts; sky blue socks. COUNTY
CHAMPIONSHIPS 34. Any matters arising relating to County
Championships shall be delegated to an organiser, who may be appointed by the GC
and who may convene a committee for this purpose. INDOOR
HOCKEY 35. Any matters arising relating to indoor hockey shall be
delegated to an indoor hockey organiser, who may be appointed by the GC and who
may convene a committee for this purpose. UMPIRING
MATTERS 36. All matters relating to umpires and the umpiring of
games shall be delegated to the Cumbria Hockey Umpires Committee. CLUB
INSURANCES 37. All Clubs affiliated to the CHA shall obtain & maintain
‘Public Liability Insurance’ with effect from 1st September 2000 & shall
incorporate ‘Personal Injury Cover’ at the latest from 1st September 2001.
All Clubs shall provide copies of their Insurance Certificates to the Hon.
Secretary before 1st September each year. CLUB
AGM's 38. All Clubs shall ensure that their AGM's will be completed
before the date set for the CHA AGM, The CHA AGM will be held on the third
Thursday of May each year. RULES 38. In all general matters, the rules of CHA shall be
subject to the rules of NHA and the EHA. 39. These rules may only be revised at a General Meeting,
by a resolution passed by a two‑thirds majority of those present and
entitled to vote. 40. Notice of any proposed revision will be issued to clubs
at least 14 days before such a general meeting. DISSOLUTION 41. A resolution to dissolve the CHA shall be put to a General
Meeting & shall be passed only by the affirmative vote of at least
three-quarters of those entitled to vote & voting. The General Committee
shall have the power to order a postal ballot to be concluded on a prescribed
date prior to the General Meeting concerned. If the
resolution is carried, the GC shall realise the assets of the CHA & shall
make provision for the CHA's liabilities. The remaining
assets at the date of dissolution shall be distributed in such a manner as
determined by a General Meeting or, if such a meeting so decides, by the GC. |
